100 Turkish Lira. Not for a tea. Not for a bowl of soup. And not for a small snack on the go. But for a complete hot meal in Istanbul: soup, a main course, a side dish, salad or fruit, bread and water.

A complete hot menu for 100 TL right in the middle of Istanbul? The city runs its own budget restaurants — and tourists are welcome too.
And these restaurants aren't run by some chain. They're run by the city of Istanbul itself.
This is where it gets interesting. The so-called Kent Lokantaları weren't opened to lure tourists with rock-bottom prices — quite the opposite. The city of Istanbul launched the project so that people could still afford a decent hot meal in economically difficult times. Above all, students, retirees, workers and people on lower incomes should be able to afford a proper lunch despite rising food prices.
And then comes the part most Istanbul visitors have no idea about: tourists are allowed to eat there too. You don't need a social welfare card. You don't have to be a student. You don't have to live in Istanbul. At the Kent Lokantası in Sultanahmet, the city explicitly lists local and foreign visitors as guests.
Which means: you can walk through Hagia Sophia in the morning, visit the Blue Mosque, and a little later eat a 100 TL meal at a restaurant that's actually part of a social project run by the city of Istanbul. If you're looking for cheap eats in Istanbul while also learning something about the city, this is the right place.
- Price: 100 TL by debit/credit card
- With Istanbulkart: 90 TL
- Menu: soup + main course + side dish + salad/fruit + bread + water
- For tourists: yes
- Number in Istanbul: 21 locations, as of July 2026
- My tip for first-timers: Sultanahmet
- Price as of: September 2026. Prices, opening hours and availability can change — check current details before your visit.
What exactly are the Kent Lokantaları?
Kent Lokantası roughly translates to "city restaurant." The project was launched in 2022 by the İstanbul Büyükşehir Belediyesi — İBB for short, the city administration of Istanbul.
The idea behind it was fairly simple: good, healthy, hot food should stay affordable for people whose budgets are increasingly strained by high food prices. The city itself describes the Kent Lokantaları today as a public offering especially for students, retirees, low-income workers, and people and families on a smaller budget. In principle, though, anyone can use the restaurants.
The first Kent Lokantası opened in 2022 in Çapa. What started with a single location has since grown into a real network. As of summer 2026 there are 21 Kent Lokantaları in Istanbul — the number rose to 21 in July 2026 with the opening of the Sarıgazi location. Nine of them are on the Asian side and twelve on the European side.
According to the İBB, the restaurants now serve around 16,000 people hot meals every day. Since the project started, more than 10 million meals — or guests — have been served. This is no longer a small pilot project. The Kent Lokantaları have become a fixed part of the city's social everyday life.
100 TL for a complete meal — is that still accurate?
Yes. And because prices in Türkiye can change quickly, this point matters. As of September 2026, the Kent Menü still costs 100 TL when paying by debit or credit card, and 90 TL when paying with an Istanbulkart.
And no, this isn't a price from some three-year-old TikTok video. The city's current official price list still shows exactly these prices. The menu officially consists of soup, a main course, a side dish, salad or fruit, bread and water.
Let that sink in for a moment. In a city where you can sometimes pay a similar amount just for a drink or a dessert in popular tourist areas, here you get a complete lunch for 100 TL. With an Istanbulkart, even for 90 TL.
Why is the food so cheap?
Now for the crucial part. The low price does not mean bad ingredients, low-quality food, or some kind of bait-and-switch.
The food is this cheap because there's a municipal social project behind these restaurants. The city runs the Kent Lokantaları deliberately with the goal of offering affordable meals. The business model is therefore completely different from a normal tourist restaurant. And that's exactly why you shouldn't confuse the Kent Lokantaları with some "five-euro secret tip." The low price is part of the project's social purpose.
An idea born out of real necessity
Istanbul is beautiful. But Istanbul is also a city of millions where rising living costs are part of everyday life for a lot of people. Food in particular has gotten noticeably more expensive over the past few years. Anyone who works or studies away from home every day notices price increases like that pretty quickly.
And that's exactly where the Kent Lokantaları come in. They're meant to let people get a warm, balanced meal even on a smaller budget. I think that's important to know. Otherwise, as a tourist, you might just think: "Amazing, cheap food!" But behind these 100 TL is a much bigger story. It's about keeping food affordable. And that's actually what makes this project even more interesting to me than the price itself.
Am I really allowed to eat there as a tourist?
Yes. And that's not an interpretation. In the official description of the Sultanahmet Kent Lokantası, the İBB explicitly lists: students, workers, residents of the neighbourhood, as well as local and foreign visitors.
So the restaurant isn't reserved exclusively for people receiving social benefits or for specific groups. You don't need proof of income. You don't need a Turkish passport. You don't need to be registered in Istanbul. You can just walk in, pay for your food, and sit down like anyone else.
Am I taking food away from someone who actually needs it?
I think that's a completely fair question to ask. Because once you understand why the project exists, you might wonder: should I even be eating there as a tourist?
The restaurants are open to the public, and international visitors are explicitly mentioned. Still, I'd treat the whole thing with respect. This isn't a place to show up with ten people for a TikTok video and spend half an hour filming content while other people are just trying to have lunch. I'd go, eat, get to know the concept, and treat the place the same way as the people it was created for. And then I don't see anything problematic about it at all — quite the opposite. You learn something about Istanbul that no classic sightseeing guide will show you.
What's actually on the menu at a Kent Lokantası?
Don't expect a 14-page menu. The concept works differently here: there's a changing daily menu with typical everyday Turkish home cooking.

- Lentil soup or another soup
- Legumes or vegetable dishes
- Chicken or meat
- Rice, bulgur or pasta
- Salad, yoghurt or fruit
The offering changes every day. That's actually what I find charming about it. You don't go there because you absolutely want to order "dish X." You go, and you get whatever was cooked that day. Part canteen, part lokanta. Very Istanbul.
The İBB also states that the menus are planned with input from food engineers and nutrition experts, taking calories and nutritional values into account.
How does a visit actually work?
You don't need much preparation. You walk in, queue up if needed, get your daily menu, pay, and find yourself a seat. The whole thing is a lot less complicated than a classic restaurant.
And here's the part you should know: don't leave it too late. The Kent Lokantaları are extremely cheap — and, unsurprisingly, Istanbullus have noticed that too. 😉 Especially around lunchtime, it can get busy. Depending on the location and day, a queue can form. The food is also prepared in set quantities: once the day's supply runs out, that's it.
My tip: come a little earlier for lunch.
This is not fine dining — and that's exactly the point
I love beautiful restaurants. Bosphorus views. A really good breakfast. A dinner you plan and enjoy on purpose. But for me, Istanbul isn't only that. And I think that's sometimes forgotten.
Sitting in a Kent Lokantası, you probably won't get a waiter who folds your napkin three times. No rooftop terrace. No spectacular plate for Instagram. You get food. Completely ordinary, warm Turkish food.
And next to you might be sitting a student. At the next table, someone on their lunch break. A retiree. A family. And in that exact moment, Istanbul suddenly looks completely different than it does between rooftop bars, Bosphorus restaurants and Instagram cafés. That's the real appeal for me.
5 Kent Lokantaları that are especially good for visitors
Note: Google ratings can change at any time — as of September 2026.
1. Sultanahmet Kent Lokantası — perfect for a first visit
Address: Alemdar, Salkım Söğüt Sk. No:11, 34110 Fatih/İstanbul. Google rating as of September 2026: roughly 4.4/5 from around 500 reviews.
If it's your first time in Istanbul and you only want to try one Kent Lokantası, I'd choose Sultanahmet. Not necessarily because the food is better there, but because of the location: you're right in the middle of the historic centre — Hagia Sophia, Blue Mosque, Basilica Cistern, Topkapı Palace, Sultanahmet Square. And in between all of that sits a municipal restaurant where you can eat for 100 TL. That contrast alone is kind of wild. The city explicitly mentions foreign visitors as guests of this location too.
- Hagia Sophia → Blue Mosque → Basilica Cistern → lunch at the Kent Lokantası → Gülhane or Eminönü
- No extra trip needed. Just build it into your day.
2. Çapa Kent Lokantası — where it all began
Address: Çapa Şehremini, Turgut Özal Millet Cd. No:109, 34104 Fatih/İstanbul. Google rating as of September 2026: roughly 4.6/5 from around 470 reviews.
Çapa is historically interesting because this is where the very first Kent Lokantası opened in 2022. If you want to see more than just touristy Istanbul, I actually find this location more interesting than Sultanahmet. This is where the whole project began.
3. Üsküdar Kent Lokantası — perfect for the Asian side
Address: Mimar Sinan, Hakimiyeti Milliye Cd., 34672 Üsküdar/İstanbul. Google rating as of September 2026: roughly 4.5/5 from over 770 reviews.
Üsküdar fits really nicely into a day trip. And honestly, the ferry is part of Istanbul anyway.
- Ferry to Üsküdar → the market and streets around the centre → Kent Lokantası → Bosphorus promenade → view of the Maiden's Tower
4. Hisarüstü Kent Lokantası — for a Bosphorus day
Address: Rumeli Hisarı, Hisarüstü Nispetiye Caddesi 27–29, 34470 Sarıyer/İstanbul. Google rating as of September 2026: roughly 4.6/5 from just under 300 reviews.
This location is a good fit if you're heading towards Bebek, Rumeli Hisarı or the northern Bosphorus. For a classic first-time visitor, Sultanahmet is easier. But if you already know Istanbul a bit, I find locations like this one much more interesting.
5. Pendik Kent Lokantası — far from the tourist bubble
Address: Batı, Sabri Taşkın Cd. No:19/A, 34890 Pendik/İstanbul. Google rating as of September 2026: roughly 4.7/5 from just under 300 reviews.
I wouldn't recommend anyone cross the whole of Istanbul just for a 100 TL meal here — that would probably be the most impractical "money-saving tip" of all time. But if you're already in Pendik, or staying in Istanbul longer, the location is interesting. And the reviews are strong.
Which Kent Lokantası would I choose as a tourist?
If it's your first time in Istanbul: Sultanahmet, simply because of the location. If you're planning a day on the Asian side: Üsküdar. If you've already been to Istanbul a few times and want to see less touristy neighbourhoods: Çapa or Hisarüstü. Pendik only if you're already out there anyway — nobody should cross Istanbul for an hour just to save 200 TL on lunch. Let's stay honest about that.

Is a Kent Lokantası a "secret tip"?
Sort of. For Istanbullus? Of course not. For a lot of tourists? Absolutely. And that's exactly what makes the term "secret tip" interesting here. Not because the restaurants are hidden, but because a lot of visitors simply don't know this municipal restaurant network exists at all.
Nobody googles "where's the nearest Kent Lokantası" before their first trip to Istanbul if they've never heard of Kent Lokantaları. What people search for is: where can you eat cheap in Istanbul? And that's exactly why this article matters.
How much would a family save?
At 100 TL per person, a meal for four people would theoretically cost 400 TL. With four Istanbulkart payments instead, it would theoretically be 360 TL.
Important note: prices can change, and the figures here reflect the situation as of September 2026. I'm deliberately calculating in TL rather than euros here — exchange rates shift constantly, and a fixed euro comparison would already be outdated again in a few months.
100 TL — but should you eat there every day?
No. And I wouldn't claim that in this article either. Istanbul has far too much to offer, food-wise. I would never say: "skip the restaurants and only go to Kent Lokantaları." Not at all.
Try a really good Turkish breakfast. Eat fish. Go to a traditional lokanta. Treat yourself to a special restaurant on the Bosphorus every now and then. Eat börek, simit, köfte, mantı, baklava. And if you feel like it: go to a Kent Lokantası once. Not just to save money, but to get to know another side of the city.
What I actually find most fascinating about this project
The 100 TL price is naturally the first thing that catches your attention. But the longer you think about it, the more interesting the idea behind it becomes for me.
A city of more than 15 million people is building a network of its own restaurants because food is becoming harder to afford for part of its population. That says a lot about Istanbul — about the economic reality, but also about what kind of solutions a city tries to offer. And suddenly lunch isn't just a money-saving tip, but a small window into what life in this city is actually like.
Things like that are exactly what I find fascinating about Istanbul. Not just: what do I have to see? But: how does this city actually work?
My verdict: cheap eats in Istanbul — but with a story behind them
Yes, right now you can get a complete hot meal in Istanbul for 100 TL. With an Istanbulkart, even for 90 TL. Yes, tourists too. And yes, right in the middle of Sultanahmet, that's pretty wild compared to a lot of tourist restaurants.
But I still wouldn't just call the Kent Lokantaları "Istanbul's cheapest restaurant trick." There's far too much behind this project for that. These restaurants were created to keep food affordable for the people of this city: students, retirees, workers, people who have to calculate every day how far their money will stretch.
The fact that we as visitors are allowed to eat there too gives us the chance to get to know, for a moment, an Istanbul you might otherwise never see between Hagia Sophia, a Bosphorus cruise and a rooftop bar. And that's exactly why I'd go in at least once. Not just for the 100 TL. But for Istanbul.
